Missouri Energy Efficiency and Renewable Energy Set-Aside Program
This page previously provided information on Missouri's NOx SIP set-aside. The NOx SIP set-aside has been superseded by Missouri's CAIR set-aside.
Like the NOx SIP set aside program that it supersedes, the CAIR set-aside provides awards of "NOx allowances" to Missouri energy efficiency or renewable generation programs that qualify for the awards. These allowances can be sold on the open market.
The following information on the NOx SIP set-aside and NOx SIP call is provided as historic background.
- Through its NOx SIP Call, the U.S. Enviornmental Protection Agency required Missouri and 21 other eastern states to limit total NOx emissions during the "NOx Ozone Season" (May 1 through Sept. 30).
- In Missouri, this requirement applied only to 36 eastern counties and the City of St. Louis To comply with the NOx SIP call, Missouri established a NOx allowance cap and trade program in eastern Missouri.
- As part of this program, Missouri set aside 134 NOx allowances to be awarded annually to eligible energy efficiency and renewable energy projects.
- The last date to apply for these awards was November 30, 2007.
- Beginning in 2009, Missouri will be subject to more stringent emission control requirements established by EPA's Clean Air Interstate Rule (CAIR).
