The Missouri Department of Natural Resources' Hazardous Waste Program assists the Missouri Hazardous Waste Management Commission, which was established by state statute. The governor appoints the commission's seven members who each serve a four-year term.
The commission promotes hazardous waste recycling, reuse and reduction; adopts and modifies rules to implement the hazardous waste statutes; holds hearings on rules, complaints and permit appeals; and is empowered to grant variances.
By law, interests in agriculture, the hazardous waste management industry and the hazardous waste generation industry must be represented on the commission. All members shall be representative of the general interest of the public and shall have an interest in and knowledge of waste management and the effects of improper waste management on the health and the environment. No more than four commissioners can be members of the same political party.

Chrysler Variance Petition
The Missouri Department of Natural Resources invites the public to review and offer written comments on a variance petition that would give Chrysler Group LLC an exemption from managing a specific type of waste as hazardous under state regulations. The public comment period runs through Dec. 14, with a public hearing on the variance petition scheduled for the Dec. 17 commission meeting.

- June 4, 2008 Federal Register -- This Federal Register notice amends the federal rules to remove the wastewater treatment sludge referenced in Chrysler's variance petition from federal regulation as a hazardous waste.

PSTIF's Alternative Petroleum Underground Storage Tank Rules
- At the Feb. 5, 2009, HWMC meeting, Carol Eighmey of the Petroleum Storage Tank Insurance Fund provided the commission with an alternative set of petroleum underground storage tank rules PDF.
- The Department compared the PSTIF "alternative" rules to its own proposed rules and documented the differences in a comparative analysis PDF.
- At PSTIF's request, the Department has met with PSTIF and a facilitator to discuss PSTIF's concerns regarding the department's rules. The discussions between PSTIF, the Department and the facilitator are governed by a Memorandum of Agreement PDF.
