The Missouri Department of Natural Resources' Hazardous Waste Program assists the Missouri Hazardous Waste Management Commission, which was established by state statute. The governor appoints the commission's seven members who each serve a four-year term.

The commission promotes hazardous waste recycling, reuse and reduction; adopts and modifies rules to implement the hazardous waste statutes; holds hearings on rules, complaints and permit appeals; and is empowered to grant variances.

By law, interests in agriculture, the hazardous waste management industry and the hazardous waste generation industry must be represented on the commission. All members shall be representative of the general interest of the public and shall have an interest in and knowledge of waste management and the effects of improper waste management on the health and the environment. The Missouri Department of Natural Resources invited the public to review and offer written comments on a variance petition that would give Chrysler Group LLC an exemption from managing a specific type of waste as hazardous under state regulations.
