Since 1948, the federal government has provided assistance to municipalities for the construction of wastewater collection and treatment facilities. This assistance was provided through the Federal Construction Grants Program.
Under this program, the federal government, through the states, provided grant funds to municipalities, counties and public water or sewer districts for the construction of wastewater treatment facilities. As mandated by the Clean Water Act of 1987, the Federal Construction Grants Program was phased out in favor of the State Revolving Fund Program. Under this program, the U.S. Environmental Protection Agency is authorized to make capitalization grants to each state for the purposes of establishing a perpetual water pollution control revolving loan fund that provides financial assistance for construction of wastewater treatment facilities.
The program is financed with a combination of federal capitalization grants and state funds. Loans can be used for planning, design and construction of wastewater treatment facilities, wastewater recycling and reuse facilities, collection systems, storm water pollution (Nonpoint source) control projects. They can also be used for implementation of nonpoint source pollution control projects.
