DEPARTMENT SEEKS COMMENTS ON DRAFT HAZARDOUS WASTE PERMIT MODIFICATIONS FOR SOLVENT RECOVERY LLC

JEFFERSON CITY, MO, APRIL 1, 2008 -- The Missouri Department of Natural Resources invites the public to review and offer written comments on draft hazardous waste permit modifications for Solvent Recovery LLC until May 19.
During the 45-day public comment period, anyone may request a public hearing on the draft permit modifications by writing to Richard Hock, Department of Natural Resources, Hazardous Waste Program, P.O. Box 176, Jefferson City, MO 65102-0176. The hearing request must state what issues are to be brought up during the hearing.
Solvent Recovery, a wholly owned subsidiary of the Philip Services Corp., is located at 716 Mulberry St. in Kansas City and operates an active hazardous waste treatment and storage facility. Solvent Recovery transports and stores a variety of hazardous waste produced by other hazardous waste generators. Solvent Recovery extracts paint and paint related wastes for reuse. Other hazardous waste is blended to produce supplemental fuels for energy recovery. Solvent Recovery brokers the hazardous waste that cannot be fuel blended and ships it to other facilities that are designed and permitted to handle that waste. If issued as written, the final permit modifications will allow the company to build and operate a polychlorinated biphenyl, or PCB, storage unit.
The draft permit modifications and fact sheet are available on the department's Web site at www.dnr.mo.gov/env/hwp/permits/notices.htm. Supporting documents are not available on the department's Web site due to their size. The public can review and copy the modification request, draft permit modifications, fact sheet and supporting documents at the Kansas City Public Library, Central Library, during normal business hours, or by appointment at the Department of Natural Resources' Hazardous Waste Program, 1730 E. Elm St., Jefferson City.
Comments on the draft permit modifications are effective if they point out legal or technical issues. The department has provided a redline version of the original permit to clearly show what conditions are being modified. Deletions are shown as red strikeouts, and additions are in blue and underlined. Only the conditions being modified are open for public comment. All other conditions of the original permit will remain in effect for the length of the permit. Please send written comments to Hock at the address listed above.
You may call or write the department at any time to request to have your name placed on Solvent Recovery's mailing list. By doing this, you will receive notice from the department or Solvent Recovery on any major permitting and cleanup activities at the facility.
